The Net Zero Transition Programme Office (NZT PO) is set up as a new department of the Singapore Business Federation (SBF) to implement national decarbonization programmes to benefit Singapore businesses.  In this role, you will play a pivotal role in driving the technical development (software development and scientific production of data) of the Singapore Emission Factors Registry (SEFR), in collaboration with technical partners/vendors. The candidate is not required to develop software or undertake scientific research but will be project managing technical teams.

The SEFR is a national project which will contribute directly to sustainability outcomes. 

Job Responsibilities:

  • Collaborate with Singapore Emission Factors Registry (SEFR) partners such as technical developers to design, develop, and scale up the SEFR.

  • Project manage the software development and scientific production of data of the SEFR development, ensuring adherence to project goals and timelines. The candidate will project manage vendors’ technical teams as a product owner (where applicable) but will not have people management responsibility within the SBF team.

  • Ensure clear milestone deliverables over established time frames, providing regular updates and progress reports.

  • Manage stakeholder relationships including government ministries, regulatory agencies, industry partners, environmental organisations and key stakeholders.

  • Contribute to the widespread utilisation of the SEFR, including exchanging emission factors data with partner platforms (e.g. carbon accounting software).

Job Requirements:

  • Bachelor's degree in any discipline, preferably Computing, Engineering, Environmental Science, Natural Sciences, or a related field.

  • 3 to 5 years of experience in management of projects such as scientific database development and/or software product management. Outstanding candidates with less experience will be considered if they are able to demonstrate competencies. Candidates with more experience may also be considered if they are willing to accept the budgeted remuneration for this role, which is commensurate to someone with 3 to 5 years of experience with no people management responsibility.

  • Passionate about sustainability (especially climate change and carbon). Knowledge and experience in the sustainability sector (especially climate change) is preferred. Having a good appreciation of the corporate sustainability ecosystem (e.g. understanding the roles of regulators, in-house practitioners, consultants and solution providers) is a plus.

  • Technical proficiency in a scientific field is preferred, especially with emission factors methodologies, greenhouse gas accounting, but lack thereof is not a deal-breaker.

  • Comfort with data management is preferred. The candidate is not expected to perform deep data analysis but must be able to maintain and scale up a data registry.

  • Strong in project management, including the ability to prioritize tasks and manage multiple workstreams simultaneously.

  • Proactive attitude towards problem-solving.

  • Effective communication and presentation skills, with the ability to convey complex information to diverse audiences.

  • Strong interpersonal skills and the ability to build relationships with stakeholders.

  • Ability to work independently and as part of a team.
