Responsibilities

  • Ensure delivery of Strategic Sourcing & Procurement Planning for Facility Management Services and Property Enhancement initiatives to our internal and external clients within Key Performance indicators (KPI) level

  • Liaise with key stakeholders to understand and gather the scope of works and all necessary information

  • Responsible for the preparation and review of tender documents to ensure tender/quotation procurement process complies with timeline, user requirements, ISO processes and Financial Regulations

  • Conduct tender interview in a fair, transparent and well documented manner

  • Assist in the conduct of technical reviews of tenderer’s proposals to ensure their technical proposals are optimal, fit-for-purpose, within the approved budget and that they meet the requirement of the tender/quotation

  • Well versed in Price & Quality Methodology (PQM) for tender evaluation to achieve best value for clients

  • Evaluate, process and put up recommendations for the acceptance of tenders, quotations and variation orders

  • Manage resolution of contractual issues with contractors and key stakeholders

  • Regular and ad-hoc meetings with owner and key stakeholders for status reporting and other matters

  • Analyze the impact of new statutory requirements on projects

  • Prepare/review final account and ensure proper closure of expiring contracts

  • Carry out yearly budgeting for all Opex contracts


Requirements

  • Degree in Quantity Survey / Building / Estate Management

  • Minimum 5 years of hands-on, relevant experience in procurement/contracts management functions

  • Familiar with facility management hard and soft services, building renovation and upgrading works

  • Experience in projects, facilities management & contracts management; procurement methodologies and evaluation of construction cost norms.

  • Proficient in IT skills, including but not limited to Microsoft Words, Excel and PowerPoint

  • Able to multi-task and possess strong sense of urgency to complete tasks efficiently

  • Good communications (both written and spoken) and interpersonal skills.

  • Good organizational, analytical skills and a team player
