Role description
MOH, through CHSO, and in partnership with Smart Nation and Digital Government (SNDG), Government Technology Agency (GovTech) and Integrated Health Information Systems (IHiS), is developing a data sharing platform across different databases. The goal is to maximize use of research and real world datasets securely, generate useful insights, in order to support data-driven innovation.
The Data Manager manages data in the data sharing platform throughout the data lifecycle including data onboarding, data cleansing and data access. He/she works with various internal and external stakeholders to onboard datasets, ensure data quality and make data accessible with compliance to data governance policies and guidelines.
Job Responsibilities
(a) Responsible for managing the relationship with Data Contributors, and to understand datasets that will be contributed to the data sharing platform and the terms of contribution.
(b) Responsible for setting up data catalogue for the data sharing platform to allow for easy one stop access by Data Requestors of the datasets available on the data sharing platform
(c) Work closely with the Tech team to facilitate discussion with Data Contributors in terms of data on boarding to the data sharing platform.
(d) Work with Data Engineers on data cleaning and harmonization to OMOP standards (or others as required)
(e) Responsible for overseeing a team of Data Concierge and Data Access Committee Secretariat. This will include supporting Data Requestor’s journey from guiding them to submit request to access data, to data access and analytics in the data sharing platform, and to output of data from the data sharing platform.
Requirements / Qualifications
Job Requirements
(a) Degree/Master in Medicine, Public Health, Business Administration, Computer Science, Information Technology, Computer Engineering or equivalent.
(b) At least six (6) years’ working experience and three (3) years’ experience in managing data analytics platforms.
(c) Deep understanding of data lifecycle and related processes
(d) Experience in managing a team to deliver projects
(e) Strong analytical, problem solving and project management skills
(f) Excellent interpersonal, communication and presentation skills
(g) Resourceful, proactive and able to interact well with people of all levels
(h) A good understanding of Singapore Healthcare System would be preferred.
(i) Familiarity or experience with health informatics would be preferred.
(j) An understanding of healthcare data governance, data acquisition and data management would be an advantage.
