​What role is

The Air Traffic Management Research Innovation section in the CAAS’ Air Navigation Services (ANS) group executes Singapore’s mid and long-term research and development (R&D) capabilities for Air Traffic Management (ATM) through engaging and leveraging on research institutes (“the Institutes”) to develop innovative solutions that address Singapore’s operational and strategic needs.

What you will be working on

The key responsibilities of the candidate are 2-fold as followings:

Part 1

• Forward planning for R&D to ensure CAAS stays competitive

• Review and refresh the overall R&D strategy and roadmap to ensure that it would adapt to the fast-changing operating environment while aligning to the CAAS performance ambitions

• Strategise mid and long-term R&D capabilities for ATM under Research, Innovation and Enterprise (RIE), as funded by National Research Foundation (NRF), and harmonising the ATM developments across projects

• Work with counterpart innovation offices in ATM companies, and the wider eco-system of technology vendors and Institutes to develop R&D roadmaps for Singapore

• Develop schemes and strategies that would support the development of the local ATM ecosystem and create a sustainable pipeline of researchers to advance Singapore ATM

• Perform horizon scanning of long-term solutions and capabilities and master the innovation process, to support CAAS in developing the next wave of innovation

Developing streamlined processes for governance

Part 2

• Accountable and maintain strong and comprehensive Grant Management strategies for all R&D projects, including effective tracking and reporting of all R&D projects under RIE, in terms of achievement of milestones and key performance indicators (KPIs)

• Perform secretariat functions in support of the governance of R&D activities

• Actively source and secure internal and external funding to ensure that there is a sustainable stream of R&D funding to meet CAAS’ ATM research objectives

• Ensuring adherence to the funding terms and conditions as required by NRF, including management of Audit Reviews and any other new funding guidelines

• Work with Institutes to provide evidences to process reimbursement claims and substantiate the effectiveness of the internal controls in Grant Management

Requirements

What we are looking for

• Trained in Engineering, Computer Science or related disciplines

• Skilled in programme / project management and/or grant management strategies

• Experience and knowledge in progressing R&D via agile methodologies will be an advantage

• Excellent communication and interpersonal skills to influence and drive win-win outcomes with stakeholders

• Keen interest to champion the use of technology and digitalisation to improve work processes

• Knowledge and experience in aviation operations, systems engineering, and air traffic management / communications / navigation / surveillance systems will be an advantage

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
