​The Senior Manager/Manager is a partner to the Director of Clinical Analytics and Insights (CAI) in the implementation of the department’s operation. He / she will work with the Clinical Director and Office of Patient Safety and Quality (OPSQ) Administrative Leadership in planning, developing, and implementing strategic initiatives to improve clinical quality and patient care in the hospital. Furthermore, the incumbent also manages the managerial duties of the department which includes budgeting and work plan, manpower planning, identifying learning needs, initiative career development plan and mentoring, supervising, and training of the staff members.

The Senior Manager/Manager ensures proactive initiation and collaboration in analysing, evaluating, and identifying trends/practices related to clinical quality and patient safety. The incumbent is also expected to support initiatives and needs of departments under the Office of Patient Safety & Quality such as clinical risk safety programme or events management through the provision of data analysis and visualisation for data driven decisions, and other hospital initiatives as the need arises. The incumbent will ensure compliance in data quality and governance in alignment with hospital policy and to the Ministry of Health Ensure Safer Systems (MOH ESS) Standards.

The Senior Manager/Manager will develop quality improvement initiatives and transformation work where applicable, support leadership to develop and adapt quality and patient safety framework, spread and scale, strengthen and advance the culture of quality improvement and patient safety. The incumbent is expected to collaborate with stakeholders across hospital and cluster and drive towards meeting the desired outcomes. The incumbent will prepare relevant quality and patient safety reports with proposal/recommendation for discussion at Patient Safety Council, Quality Council, Management Committee and at other platforms as required.

The Senior Manager/Manager will collaborate with and support hospital stakeholders to design and manage datasets for review, analysis and establish insights for decisions to improve care, patient processes and safety, as well as analyze and integrate data or indicators that impact quality and safety outcomes of the hospital. The incumbent will provide the required analytics and visualization to support decision-making by SGH leadership in the areas of clinical quality and patient safety.

Requirements:

• Bachelor’s degree in science, healthcare, mathematics, statistics, economics, computer science, health informatics or related quantitative discipline. Master’s degree is an advantage

• Minimum 10 years of relevant experience, preferably in a healthcare setting and in a supervisory position

• Experience in clinical standards and clinical quality

• Demonstrated knowledge and skills in quality and process improvement methodologies

• Excellent communication and planning skills, macro-thinking, and EQ skills to build goodwill with stakeholders

• Proficient in Microsoft PowerPoint and Microsoft Excel in data organization, presentation, and data storytelling for high-level reporting

• Good organization skills and strong project management

• Understanding of emerging technologies and their application in health data analytics and visualisation would be an advantage

• Knowledge of programming languages such as R, SQL, Python or VBA and visualisation tools such as Tableau or Power BI is an advantage

• Good stakeholder management and strong interpersonal and influencing skills

• Team-player, demonstrate team spirit and skills in leading teams

• Ability to supervise and motivate people

• Ability to manage stressful situations and work independently under pressure
