Position Overview

The Programme Manager is responsible to drive and manage exciting program for whole of healthcare or across Public Healthcare Clusters to deliver the anticipated benefits and inspire tomorrow's health. He/She takes a broad, collective view of all the program's components(systems/products/services) and manages the roadmap of the inter-related projects in a coordinated and complementary manner to attain the benefits holistically. He/She collaborates with the governance bodies and sponsors to ensure continued alignment with the Ministry, Synapxe or Healthcare Institution's strategic goals & objectives, and adjust strategy and plans whenever it will improve and optimise the delivery of the desired benefits.  

He/She possess strategic thinking, has strong program planning and delivery experience, and a strong project management foundation. He/She is confident to lead and drives cross functional teams in a structured and methodological manner to deliver the program benefits with quality. He/she likes to pursue excellence, has good communication skills, is a competent negotiator, demonstrates resiliency, demonstrates strong ability to manage uncertainty, manage change and manage complexity at all levels. He/She can engage & influence effectively both the internal and external stakeholders to garner strong support for the program and realisation of the intended benefits. He/She has excellent people management skills in mentoring, coaching, guiding and developing teams to meet the program and corporate objectives and to ensure compliance to established process and procedure such as the Quality Management System and HealthTech Instruction Manual. 

Role & Responsibilities

1. Transformation Capabilities Planning, Target Setting & Implementation 

  • Lead the assessment and analysis of current healthcare IT systems, processes, and workflows to identify areas for improvement and optimization.

  • Develop and implement comprehensive transformation strategies, including capabilities planning, to streamline IT healthcare operations, reducing costs, and enhancing overall efficiency.

  • Collaborate with cross-functional teams to develop and prioritize transformation initiatives based on strategic goals and resource availability.

  • Evaluate and recommend innovative technology solutions and platforms that align with organizational objectives and industry best practices.

  • Oversee the implementation of new systems, processes, and tools, ensuring smooth integration and minimal disruption to operations.​​​​​​

2. Adoption Measures & Effectiveness 

  • Conduct regular reviews and assessments of transformation progress, measuring the effectiveness of transformation initiative, identifying barriers and challenges, and implementing corrective actions as needed.

  • Serve as a change agent and advocate for a culture of innovation, collaboration, and continuous improvement within the organization

3. Engagement & Employee Satisfaction

  • Act as a liaison between MSO and HR in matters related to employee engagement.

  • Collaborate with HODs/Dept Lead rep to gain support their support for engagement initiative and ensure alignment with department objectives and satisfaction within teams.

4. MSO Organizational Management, Culture Development, Welfare and Administration 

Requirements

  • Have relevant business transformation experience with project management experience.

  • Demonstrated experience in supporting PMs in managing and delivering systems in complex information exchange environments (in the health care industry would be an advantage)

  • Good communication, consultation, negotiation and advocacy skills and a proven ability to establish and cultivate relationships with a variety of key stakeholders.

  • Proven ability to initiate, manage and report on program activities and identify issues affecting the performance outcomes of the project.

  • Ability to think strategically and report effectively.

  • Active listening skills with good written and verbal communication skills
